No idea what causes it but when it went up came with Nginx. Crazy stuff. For me it was NextCloud causing the issue. I installed it using snap so to remove i just did:. I had the same ssue. The problem is that server is being used by nginx! U have to unistall it first. After having worked on this for two hours my final solution, which I think is what actually worked. Is that instead of doing sudo apachectl -k restart Which is what made the message appear for me.

I finally did. So this is just the stupidest solution but it worked for me. Though when I woke up this morning my entire php 7. Don't know which folder apachectl checks but at least it works now. Typing: nmap localhost, I saw that there wasn't any program in memory that was using an Apache port port in my case. So I figured the problem had to be something in Apache itself. Voila, I saw two different files that both contained "Listen ". Having Listen statements in two different places is definitely not a good thing! Luckily, one of the two files was obsolete, so I removed it and the problem was solved.
